It's Toronto's fault?

Is Transportation Minister Kathleen Wynne telling Ontario NDP Leader Andrea Horwath that it's Toronto's fault that Transit City funding will not flow? The message to Mayor David Miller and the City of Toronto seems to be "get on board, or else".
