Reservoir Dogs = City On Fire?

Rotten Tomatoes' "Homage Or Stealing?" series takes on Quentin Tarantino's debut film Reservoir Dogs and demonstrates how similar it is to an 1980s Hong Kong action movie called City On Fire. Starring Chow Yun-Fat, City On Fire was released in 1987 and involves some of the same scenes and plot points as the jewel thieves and undercover cop in Reservoir Dogs. Rotten Tomatoes asks if Reservoir Dogs is an homage or theft? I'd say it's an homage, as the majority of the Tarantino films are.
